the obama administration has said is that no, they're trying to give governors the flexibility to increase the amount of work that goes into receiving welfare benefits. you're saying you don't buy that. >> no, no. you always have the capacity to add work. there's never been a requirement that you can't have more work. the requirement that they're waiving was saying that people don't have to work to get welfare. that's the change that they proposed. i disagree with that direction. i think the president also -- i disagree with the direction on the work requirement as it related to food stamps. taking work requirements out of government assistance is, in my opinion, a very bad course to take and creates a culture of dependency. we help people who need help. we want to help people that need help. but the idea of removing work requirements i think is a mistake. >> keeping them honest, as you just heard, jim acosta say politic fact gave that rating a pants on fire. the "washington post" gave it four pinocchios and quote, a mitt romney tv ad claims the obama administration has adopted a

on the terror front and the obama administration. do you buy david axelrod saying that president obama labeled it terror the next day? >> well, it didn't sound from that context as if he labeled it as terrorism the next day, anderson. but it does seem credible to me that the white house is sharing with the public what it knows when it knows. it's very difficult to get good information immediately and as this issue becomes clearer, i think the white house has made a credible effort to tell the americans what it, in fact, knows about it. >> ari fleischer, what about that? david axelrod is also saying look, an investigation, you have to be prudent, you're president of the united states, you can't jump to conclusions. >> i have a fair amount of sympathy. i stood on that podium at the white house in the case of attacks on our country. you have to wait until you have all the facts to speak. but in this case, i think there was a willful pattern in this administration of downplaying terrorist attacks against our country. it was done with the underwear bomber on the airplane. it was done

obama's actions to remove gadhafi. he's been critical of how the administration has handled the benghazi aftermath. we spoke earlier today. take a look. what do you make of the response by the administration in the early days of ambassador rice and now what they're saying now, they're now saying it was a terrorist attack. the president did use the word terror early on in the rose garden, but we heard from ambassador rice, who is saying link this to the video. what do you see as going on? >> i see a fundamental misunderstanding in the larger picture and then on the smaller picture. in the smaller picture they were either incredibly naive or willfully deceiving the american people. i don't know which. but to think an attack of this nature with heavy weapons, mortars, and a very sophisticated direct fire and indirect fire, that somehow that could be the result of a spontaneous demonstration is just impossible for me to understand. >> let me just throw in a third option, though, which supporters of the administration would say, is look they want to be cautious about how they charact
